THE Ministry of Local Government has explained that the new districts approved by Parliament have not yet been gazetted to become operational.

The permanent secretary in the ministry, John Kashaka Muhanguzi, said the process of operationalising the new districts would start after the ministry receives Parliament’s resolution approving the districts.

Kashaka was responding to the December 22, letter from Mukono district chairperson Francis Lukooya Mukoome, who sought clarification on the operationalisation of the new districts, especially Buikwe, which was curved from Mukono.

Lukooya wanted to know whether councillors from the newly-created Buikwe district would sit in Mukono district council meetings and receive remunerations.

In his letter, Kashaka said councillors from Buikwe were free to conduct their business in Mukono until Buikwe district starts operating.
Lukooya wrote the letter to the ministry a day to the holding of the Mukono district council meeting on December 23.

Lukooya reportedly wanted to replace the members on his executive who come from Buikwe, including the vice-chairman, Livingstone Ziwa.

He noted that Buikwe would officially start operating after the constitution of the district council and executive committee and the appointment of the chief administrative officer is done.

The drawing of the disrict action plans and budgets also need to be finished before they become effective. Parliament approved 17 new districts before the Christmas holiday last week.

The districts included Namayingo, Luuka, Kiryandongo, Ntoroko, Serere, Alebtong, Gomba, Buvuma, Bulambuli and Kyankwanzi.

However, there are still disagreements over the proposed new districts of Kalungu, Butambala, Maracha and the two districts to be curved out of Tororo district.
