EDITOR— I have read the two letters, one by James William Mugeni on December 19, 2008 and a rebuttal by the Town Clerk, Daniel Christopher Kawesi. As a nurse in Tororo Hospital and neighbouring the stadium, I would like to say that Tororo Municipality should appreciate what James William Mugeni is doing to put life in that stadium.

King George Memorial Stadium had become a haven for thieves and hard core criminals in the recent past. Women are raped at that stadium and more than two deaths have been recorded there.

The soil that has been heaped in the stadium making it unusable is a shame. It is a flimsy defence by the town clerk. Repair works do not have to be misguided, as he puts it. There are things around the stadium that require addressing like the thick bushes that has turned into a forest to harbour criminals.

Not long ago three Tororo Hospital motor-cycles were stolen but were recovered from the bush around the stadium! Tororo municipal council does not have public convenience places and people use the bush around the stadium to help themselves!

The council maintains askaris who keep picking money from the public, charging them for urinating or defecating in an open place. Without functioning toilets in town, it is criminal to obtain money from the public.The negligence that surrounds the stadium qualifies it for sale.

A stadium is supposed to be a place of entertainment and must be maintained for sports. The soil that was heaped in the stadium came from an excavation site from a collapsed building.

It is hard cement mixed with stones that make it wrong material to fill some parts of the stadium around the goal posts, as the town clerk claims. The soil was dumped there because the stadium is regarded as idle! The Town Clerk should be ashamed about the sorry state of the stadium.

Since the soil came from a construction site in the middle of Tororo town opposite Barclays Bank, it very likely somebody in the town council was bribed to it dumped in the stadium.There is no usable road to the stadium and the soil would have done a better job if it had been used to cover the potholes all over the road to the stadium.

The Town Clerk’s defence is very cheap and it is high time we talked about accountable leadership.What does it take to fill some parts of the stadium with soil? How come there is no progress now? There are only mounds of soil in the stadium creating more hiding places for criminals!

Why would members of the public come to consult the office of the Town Clerk on stadium matters when there is a municipal sports office and a sports officer in Tororo?

While the town clerk was consulted to dump the soil in the stadium, it seems the municipal sports officer did not exist!. Now money will again have to be spent to remove that very soil from the stadium. What a way to work! Shame, I repeat shame!
