EDITOR—It is close to two months since the contract of the commissioners of the Uganda Human Rights Commission ended. However, up to now there is no sign that new commissioners will be appointed.

In law, the commission ceased to exist since it is the commissioners who constitute the body!
Up to now, its employees are drawing a salary but in effect doing no work.
Did the former commissioners do no work and prompted the Government to scrap the Commission?
