ACHOLI leaders have welcomed the initiative by the President to stamp out corruption by setting up public fora at sub-county level for leaders to explain how public funds are used.

ACHOLI leaders have welcomed the initiative by the President to stamp out corruption by setting up public fora at sub-county level for leaders to explain how public funds are used.

The sub-county chief of Amuru, Walter Komakech, said: “The idea is good because it expands communication about Government programmes and funds.”

He said the strategy was less political compared to the others that had been initiated before.

The LC1 chairman of Green-Valley ward in Bardege sub-county, Gulu district, Stephen Olanya, said: “I am in the opposition but I support the President’s idea because many times funds have been sent to the sub-counties but the results are not seen.”

He said for the 10 years that he worked as an LC1 chairman; he did not see the 25% remittance of funds from sub-counties.

Olanya cautioned that the resident district commissioners who will be monitoring the bimeeza, should not be corrupt.

“It should not also interfere with the work of the Inspector General of Government,” he added.

A resident, Richard Todwong, said: “The community will be able to advise sub-county leaders and demand for accountability of funds.”

Mzee T.T. Okot said the President’s initiative, if followed properly, would improve service delivery in rural areas.
“The idea is welcome because the local people will demand for accountability of Government funds,” he said.

However, the Bardege sub-county speaker Geoffrey Akena said it would not be proper for the RDCs to chair the bimeeza since they monitor government programmes in their respective districts.

He suggested that an independent committee from the office of the district speaker be empowered to monitor the bimeeza in the respective sub-counties.
