DISAGREEMENTS over the quality of bitumen, a road-surfacing material, delayed the Northern Bypass, the works ministry has said.

The ministry spokesperson, Susan Kataike, said construction of the road stalled after M.S Salini, the contractors, failed to agree with the new changes the ministry proposed.

“But we reached a consensus and they resumed work,” Kataike told The New Vision on Tuesday.

The completion of the 21-kilometre road was also delayed by weather vagaries and the change in design, she said.

The ministry hired a new contractor, who reviewed the design and recommended that the road be sealed with better quality bitumen.

Kataike said the sh118b bypass would be ready by the end of June this year.
The European Union funded project, which commenced in May 2004, was supposed to be completed in October 2006.

The completion date was pushed to September 2007, then to July 2008.

Still pending is the installation of street lights, beautification of the roadside and roundabouts, installation of road signs and markings.
