NTUNGAMO district health inspector Sel Alanganiza has told the Anti-Corruption Court that he has never dealt with Teddy Seezi Cheeye over the Global Fund money.

Alanganiza was giving evidence in a case on the embezzlement of Global Fund money, in which Cheeye, the director of economic affairs in the Internal Security Organisation, is facing 26 charges.

Cheeye claims that his NGO, the Uganda Centre for Accountability (UCA), carried out several activities in the fight against malaria, tuberculosis and HIV/AIDS in Ntungamo, Mbarara, Rakai and Kabale districts.

He also maintains that Geoffrey Nkurunziza, who was the chief coordinator of those activities, was responsible for all the monies disbursed to the districts from the Project Management Unit of the Fund.

Alanganiza, 59, told court: “I don’t know the accused and I have never had anything to do with him.”

He also said he had never interacted with Cheeye’s organisation and told Justice John Bosco Katutsi that his main duties in the district entailed organising, monitoring and training in malaria as well as the supply of mosquito nets.

However, Alanganiza told the court that there was money sent from the Global Fund to the district but they got it through the chief administrative officer.

Another witness, James Ndyanabo, 38, a senior clinical officer in Ntungamo, also denied dealing with or even knowing Cheeye.
Ndyanabo said his duties included supporting health workers in management of TB patients.

However, he said he was aware of the existence of Cheeye’s organisation.
