Kampala mayor Nasser Sebaggala has criticised businessmen opposed to the district’s new licence rates.

“Learn to analyse issues in an upright way. If you cannot be in Kampala, go back to Kayunga and give room to others who are capable,” he said.

“KCC is not a charity. We are also in business like you. We need revenue to enable us deliver services,” Sebaggala added.

He was speaking on Tuesday at the launch of the rehabilitation of Allen Road, located between Shauriyako and the New Taxi Park.

Recently, businessmen said the license increments were exploitative and uncalled for, since KCC had failed to deliver services like garbage collection.

City engineer Steven Kinyera said the cost of road construction had increased tremendously, adding that without increased revenue, the council would not afford to carry out the necessary works.

“The cost of construction of one kilometer has increased from $500,000 (over 900m) to $800,000 (about sh1.5b),” he said.

KCC has 1,050km of road. A total 370km of this is tarmac, which is supposed to be maintained by Kampala district. Divisions cater for the marram roads in their areas.

Kinyera said, 85% of the city roads had outlived their life-span and were considered to be bad.
