The ethics and integrity minister is indeed up to his job. Dr Nsaba Buturo has kept the fight against the evil of homosexuality by speaking out against it at whatever opportunity he gets at any forum. Speaking at a democratisation workshop on Tuesday, Buturo grabbed the opportunity to lash out at the advocates of the vice. “Homosexuality is totally unacceptable, how can a man marry a man and a woman marry a woman? Even he-goats can distinguish between he-goats and she-goats, who are we human beings, not to observe the rules of nature?” he asked.

Off-layer Migereko
When one looks at Government Chief Whip Daudi Migereko, he cuts a structure of a youth—young and energetic. That look is however, deceptive. At a conference in Kampala recently, Migereko declared that he is an ‘off-layer’. When the participants at the conference asked him whether his children also go to Universal Primary Education schools, Migereko answered: “As for me, I am now an off-layer, I am no longer in that industry of making children. There is no way I can have children in primary school at this age, but if I had, they would definitely be there.”

Caught unawares
Usually, MPs complain that ministers do not attend plenary sessions or arrive late and leave early. But this week has been different. As Deputy Speaker of Parliament Rebecca Kadaga walked into Parliament on Tuesday, she hardly had room to walk to her seat because the front bench was packed with ministers and she quipped: “I am happy to see that the front bench is packed. I want to see the other side of the opposition.” Many shadow ministers were not in the House and this caused the House to rock with laughter.

Wrong forum
State minister for trade Prof. Ephraim Kamuntu was recently invited to open a “Banking, Finance and Insurance Expo 2009”, a top bank managers’ forum. Surprisingly, he expressed his disappointment with bankers because they were responsible for setting high interest rates in Uganda. “I am sure you will not invite me as guest of honour again because of the criticism I have made, but I have made them in good spirit.” But when Kamuntu demanded to know the top managers around, there was none and to his surprise there were only junior officers. “You see, either I am addressing the wrong people or you invited the wrong guest of honour,” he remarked to the amusement of audience.
