FIVE primary head teachers in Tororo district have been demoted over failure to perform their duties. The district education officer, Yona Gamusi Doya, said John Peter Ochieng of Atapara Primary School, Moses Omiel of Panowa Primary School, were demoted to classroom teachers.

Others are John Ochieng (Amori), Yusuf Othieno (Pawanga) and Beatrice Apadet (Kipangor).

Doya said two other head teachers had been transferred to other schools in a restructuring exercise aimed at improving academic standards. Mathias Obbo of Osia and Noah Okello of Agolla primary schools were swapped.
The district also interdicted 25 teachers.

Doya said the move followed failure by the head teachers to manage the schools, leading to poor performance in the Primary Leaving Examinations last year. The interdicted teachers, he explained, had absconded duty.

The measures were effected by the chief administrative officer, Felix Esoku, in a letter of April 14. Esoku had earlier sent warning letters to all the affected teachers.

He said the inspectors discovered that the teachers were frequently out of school during working hours.

“The inspection reports for the first quarter of the Third Term of 2008, showed that you contravened the standing orders and professional code of conduct,” Esoku said.

He said the teachers were on October offered an opportunity to defend themselves but they failed.

Esoku said the teachers are required to show cause, before April 24, why they should not be dismissed.
