THE state minister for Karamoja affairs, Janet Museveni, has asked Parliament to reconsider and grant her ministry more funds in the next financial year. “We hope that Parliament helps us on our budget,” said Mrs. Museveni during a brief to the presidential affairs committee recently.

“Our most urgent priority is water for Karamoja,” she added. The committee was discussing the Budget framework paper for the coming financial year in which the money allocated to Karamoja has been reduced to sh426m from sh526m allocated last year.

The minister, who is also the First Lady, told the committee that construction of more small water dams as opposed to large dams would benefit the population in the region more.

Mrs. Museveni proposed that the small dams are constructed at parish level. “Animals moving in large numbers to water points would promote transmission of diseases and destruction of the environment, she told the MPs.

The ministry also hopes to go into full scale implementation of the Karamoja Integrated Disarmament and Development Programme and mechanised agriculture next year.

Prime Minister Apolo Nsibambi and ministers from his office said the Government was already looking into the need for more water sources for Karamoja.

Nsibambi said funds had been allocated through Northern Uganda Social Action Fund to construct water tanks in the region.
