BUGANDA premier Eng. JB Walusimbi has named a new team that will negotiate with the Central Government over the land Bill.

Walusimbi will lead the team that will comprise the Buganda deputy speaker, Higiro Ssemajege, attorney general Apollo Makubuya and information minister Charles Peter Mayiga.

Others are the retired Mityana Diocese bishop, Wilson Mutebi, former Luweero district chairman Abdul Nadduli, Masagazi Musaazi, Mukisa Matovu, Nalinnya Namikka and Joyce Mpanga.

Addressing the Lukiiko (parliament) after unveiling the team on Monday, Walusimbi promised that the sh2b that the kingdom received from the Government would not compromise the members during the negotiations.

Apollo Makubuya, who addressed the Lukiiko on the draft national land policy, said Buganda was still opposed to the Land Bill.

He added that Buganda was not opposed to the Government’s plan to develop land, but wanted the land ownership problem resolved.

“Let development take place in the context of ownership. You find more than three people on land each claiming ownership, yet some are trespassing. We think that situation has brought many problems on our land in Uganda,” he said.

Makubuya said they would discuss other issues, including the federal system of governance, the return of the Buganda property (ebyaffe), privileges of traditional leaders, the administration of Kampala city and the proposed Mengo municipality.

“We are not seeking for a favour, but are asking the Government to implement the will of the majority because that is what democracy is about,” he said.
