TEDDY Seezi Cheeye has asked the Court of Appeal to overturn the sentence by the High Court over embezzlement of the Global Fund money.

TEDDY Seezi Cheeye has asked the Court of Appeal to overturn the sentence by the High Court over embezzlement of the Global Fund money.

Cheeye, the former director of economic intelligence in the Internal Security Organisation, complained that the April 8 sentence was harsh and excessive.

He has cited seven grounds to revoke the 28-year sentence.
Cheeye, aged 51, was convicted of stealing the money through his NGO, the Centre for Accountability.

He said the Appeal Court should “quash the convictions and set aside the sentences or reduce the sentences.” In the appeal, Cheeye said Justice John Bosco Katutsi erred by holding that he received sh120m from the Global Fund.

He also complained that the judge relied on uncorroborated evidence of an accomplice.

According to Cheeye, the judge was mistaken to rely on the evidence of a witness he described as “a self confessed liar.”

He further argued that the judge should never have shifted the burden of proof from the State to him and that he also failed to evaluate the prosecution evidence.

Cheeye is the second person after Fred Kavuma to be jailed over misusing the Global Fund money.
