SOCCER governing body FUFA is introducing two levels of observers at football games to enhance the performance of referees in the Uganda Super League. Games have in the past two seasons been monitored by a single match assessor.

The FUFA competitions committee on Sunday appointed 22 match commissioners to take over administrative aspects of games from match assessors. Referees’ performances at the game will now be done by an assessor who will be appointed by the referees body.

“We realised often times the match assessors came up with substandard reports because the task was too big for them. So the commissioners will handle issues of security, arrival of teams, referees among others,” competitions committee secretary Moses Magogo explained yesterday.

The commissioners include senior sports officials like former NCS assistant general secretary now chairman of Youfra John Odyek, Edward Luyimbazi of SC Villa, Livingstone Lajan (Police).

Others are Ahmed Juma of KCC, Denis Akwar (Boroboro), Kavuma Kabenge (Express) and Magogo.

League committee chairman Patrick Ssebuliba said that they would use the commissioners notes for comparison with the referees body over referees’ performances.

“We want our commissioners to compare notes with the assessors. We often get unsatisfactory explanations after matches which can be bad especially in the final bend of the league,” Ssebuliba noted.

The re-introduction of the commissioners comes ahead of today’s crisis meeting at Mengo between FUFA boss Lawrence Mulindwa and the referees bodies.

Some referees have in the past boycotted matches involving Bunamwaya, Express, SC Villa, Police and league champions KCC protesting accusations of bias against them –– a move that has angered Mulindwa.

“We shall strip them of our badges if they don’t want to officiate. We shall not entertain laziness,” he warned last week.

Despite FIFA praising Ugandan referees, the officials have faced accusations of unfitness and poor decisions on the local scene.

The Brazilian said the improved league standards would help boost the performance of the national team.

“I believe the exposure and experience to be gained in the Confederation of African Football (CAF) tournaments will uplift Taifa Stars,” the Brazilian tactician said.
