THE local government minister, Col. Kahinda Otafiire, has ordered Kampala City Council (KCC) to terminate the Uganda Taxi Operators and Drivers Association’s (UTODA) tender of managing the taxi parks.

In a September 13 letter to the acting town clerk, Ruth Kijjambu, the minister said UTODA was no longer capable of managing the parks because they had failed to pay KCC arrears amounting to sh2b.

“Public Carriage Owners and Drivers Association be given the first priority to manage the taxi parks if they satisfy the legal requirements,” Otafiire suggested.

Kijjambu acknowledged receipt of Otafiire’s letter but declined to comment about the matter. “I am still analysing his letter. Those issues are complicated.”

When The New Vision carried out a random survey on Friday in the Old Taxi Park, of the 25 taxi drivers interviewed, none of them had heard about the Public Carriage Owners and Drivers Association.

UTODA boss Musa Katongole said he was shocked by the minister’s directives.
