IGG blocks Bbosa’s payment

THE Inspector General of Government (IGG) has blocked the payment of former Kyambogo University vice-chancellor, Prof. Lutalo Bbosa, and two key university officials.

THE Inspector General of Government (IGG) has blocked the payment of former Kyambogo University vice-chancellor, Prof. Lutalo Bbosa, and two key university officials.

In a September 19 letter to the chairperson of the university council, the IGG, Faith Mwondha, directed that processing of their terminal benefits be halted until investigations are complete.

“I hereby direct that the processing and/or payment of any terminal benefits to Prof. Lutalo Bbosa be halted pending further directives to be issued after conclusion of the investigations by the IGG,” Mwondha wrote.

“The payment of any terminal benefits to Prof. Lutalo Bbosa would not only compromise the investigations to be carried out by this office, but the prospects of recovering the same would also be jeopardised were investigations to find that Prof. Lutalo Bbosa was not entitled to the benefits in the first place,” she said.

The University Council in August resolved to terminate Prof. Lutalo’s contract citing irregularities in his appointment, but they decided to pay his terminal benefits. At the time he was sacked, he had only served two years of his five-year contract.

The chairman of the council, Albert Brewer Abaliwano, yesterday said the council had indefinitely suspended the university secretary, Katusabe Ssemwezi and bursar David Biganja on the directives of the IGG until investigations were completed.

She said they would interfere with investigations if they remained in office.

“Prof. Bbosa’s terminal benefits will not be paid until investigations are finished,” Abaliwano said.

Mwondha said the three are accused of conflict of interest, abuse of public property, abuse and misuse of public funds, fraudulent accountability and disregard of financial and procurement regulations.
