Speaker takes over Kayunga chair

He replaces Thomas Mulondo, who was suspended from office on the orders of the Inspector General of Government (IGG), Justice Faith Mwondha.

The ceremony held at the district headquarters at Ntenjeru last week, was presided over by the chief administrative officer, Samuel Katehangwa.

It was also attended by the resident district commissioner, Margaret Baryehuki and councillors. In an October 15 letter to the local government minister, Kahinda Otafiire, the IGG said Mulondo and his finance secretary, Muwanga Kisaaliita, should keep away from office since they were facing prosecution over financial mismanagement and abuse of office.

The cases are before the Mukono Chief Magistrate’s Court.

Katehangwa said he received a letter from the permanent secretary in the Ministry of Local Government, Vincent Ssekkono directing him to put in place a district political head since there was no vice-chairperson who could have taken over the LC5 seat in the absence of the chairman.

“In the absence of the chairman and the vice-chairman, the Local Government Act gives room for the speaker to take over the LC5 seat as an acting chairperson for six months.

“If this period expires without the two people, the Electoral Commission announces the seat vacant and organises by-elections,” Katehangwa explained.

He added that Bandikubi was entitled to all the facilities enjoyed by the chairman, which include a vehicle, fuel and a bodyguard.
