Must we pay tax for our homes?

EDITOR—I live on the Kabale-Katuna road where I own a permanent house. Recently, I was surprised to receive a heavy bill of sh600,000 from the town council. Reason? Accumulated arrears for the ground rent!

I was mad. Since when, did we start paying for our own houses in which we live? For crying out loud, this is a residential house that is not doing any business! It is a house in which I live with my family. I thought this was exceptional to me. But no.

A friend who stays in Bunga, on Gaba road in Kampala confided that he received a bill of about sh1m from Kampala City Council. Only this time, it was described as a “property rate” and not “ground rent”. Whichever name they give it; must we really pay tax for our very homes?
