High Court blocks Kapchorwa accounts

THE High Court has blocked the bank accounts of Kapchorwa district council and the town council over the delayed payment of sh6m owed to the former town clerk, Alfred Mashandich Chemisto.

THE High Court has blocked the bank accounts of Kapchorwa district council and the town council over the delayed payment of sh6m owed to the former town clerk, Alfred Mashandich Chemisto.

The order, issued by the Mbale High Court deputy registrar, Musimbi Muse, blocked four accounts until the two councils pay the debt. Musimbi also ordered the councils to pay the costs of the proceedings.

Chemisto sued the councils for demoting him from being a substantive town clerk to a senior assistant town clerk under the re-structuring exercise carried out by the district service commission.

The chief administrative officer, Aloysius Aloka, said the costs of the proceeding arose when the town council used an unauthorised lawyer to represent it.

The town council chairman, George Toskin, said they were ready to pay the costs.

“It is Chemisto who has delayed the payment. We expected him to have claimed his money,” Toskin said in a telephone interview last week.
He added that the town council would pay half the costs.
