IMPORTERS of used motorcycles have petitioned the Uganda Revenue Authority (URA) over clearance delays.

Under their umbrella organisation, the Used Automobile and Spareparts Association, they wrote to Allen Kagina, the URA commissioner general, on December 10, expressing disappointment about the delays.

Seguya Lubega, the publicity secretary, told a press briefing at Ndeeba, Kampala, that URA had not been considerate about them when implementing new policies.

Lubega said from November 1 to 30 this year, full payment for all motorcycle consignments plus registration and customs duties was supposed to be done before releasing the containers to the owners.

“We have been compliant but this arrangement has again been abused by URA officials who refuse to release our motorcycles due to delays in issuance of number plates by the contracted companies,” he said.

Lubega said URA should release the motorcycle containers after the payments so that the owners can handle those responsible for printing the number plates.

“Used imported motorcycles are dismantled before being put into containers. URA is not supposed to keep them in warehouses for long because this can cause damages and misplacement of some parts,” he said.

Mansoor Matovu, the chairman of the association, recently called off a planned demonstration by members after promising to meet Kagina over the same issue.

On average, URA registers 100 motorcycles daily. Last financial year, 67,635 were registered.
