JINJA LC5 boss Hannington Basakana has asked President Yoweri Museveni to increase the annual Constituency Development Fund of sh10m, arguing that the funds the Government channels through the local government are embezzled by civil servants.

JINJA LC5 boss Hannington Basakana has asked President Yoweri Museveni to increase the annual Constituency Development Fund of sh10m, arguing that the funds the Government channels through the local government are embezzled by civil servants.

Basakana was speaking at a function where the Kagoma County MP, Frederick Mbagadhi Nkaayi, distributed sh1.3m each to Butagaya, Buwenge rural, Buyengo, Buwenge town council and Budondo sub-counties.

“Jinja district will get sh50m for the NAADS (National Agricultural Advisory Services) programme this financial year but the community will not benefit from it because most of the money will be used in training residents and buying fuel for their (officials) vehicles. If you compare the NAADS money and the 10m given to MPs, you’ll realise that the constituency fund has benefited more people in Jinja than the NAADS funds.”

Basakana said many roads, including the Lubani-Matuumo road in Jinja, have been partially graded, while others have not been graded due to the poor expenditure under the local government system.

Nkaayi said of the sh10m he received this year, 65% was distributed to five sub-counties, 20% was used to fulfill some of his pledges, 10% would be used by the constituency executive committee to run its activities and 5% would be used for transport.
