THE education state minister in-charge of sports has advised teachers to upgrade so as to get a pay rise. Charles Bakkabulindi however, blamed teachers for enrolling for courses on the weekend, evening or holiday programme without informing the Ministry of Education.

“You will not be promoted and your salaries will remain constant even if you get a masters degree if you did not formally upgrade,” he said.

Bakkabulindi made the remarks during the opening of a four-day workshop on human rights at Hotel Brovad in Masaka district recently.

He disclosed that teachers who upgrade miss lessons yet they get their full salary at the end of the month.

“When you go to upgrade, you have to notify the ministry and create room for other people to occupy your positions such that when you return after completing your studies, you are given an interview fitting your new grade before you get a promotion and a higher salary,” Bakkabulindi explained.

The ministers remarks were in response to concerns by teachers who said they had got higher qualifications, but their salaries remained the same and that they had not been promoted.

The teachers also complained of underpayment and the failure by their employers to give them benefits, especially those teaching in private schools, adding it demoralises them.

Bakkabulindi said the Government had come up with a new policy making it mandatory for schools, including private ones, to give benefits to their workers.

“Employers are trying to resist this policy, but it will work and will help people who are not given their due respect while at work,” he said.

The minister, however, cautioned teachers seeking employment in private schools particularly to ensure that they get on staff.

“Because of the rampant unemployment, many young men and women struggle to get the jobs and forget to demand their appointment letters, which is wrong.”
