‘Revisit presidential term limits’

PARLIAMENT and the Cabinet should review the constitutional amendment that removed the two-term limits for the presidency, the governing council of the Africa Peer Review Mechanism (APRM) has recommended.

This is contained in the revised action plan on the country self-assessment report, which was disseminated to the planning ministry officials at Kabira Country Club in Kampala yesterday.

The council chairperson, Bishop Zac Niringiye, called for the involvement of civil society organisations and political parties in national consultations to generate consensus on whether to restore presidential limits or not.

The Constitution was amended in 2005 to remove the two-term limit for the president. But the issue has remained a subject of political debate.

APRM is system where member states voluntarily agree to be assessed by their peers on the basis of agreed values, codes and standards.

During the process, the country undertakes to carry out specific measures.

APRM seeks to deepen democracy, political, economic and corporate governance.

Uganda was among the first countries to be reviewed.

“The report says all of us have a stake in holding Cabinet and Parliament accountable. Where the Government is not willing to act, we shall report to the NEPAD secretariat, so that it may consider lobbying internationally amongst our development partners,” Niringiye said.
