School library policy out soon

THE Minister of Information and National Guidance, Kabakumba Masiko, has said schools will soon have a common library development policy. The policy will help in development and optimum utilisation of schools and public libraries.

THE Minister of Information and National Guidance, Kabakumba Masiko, has said schools will soon have a common library development policy. The policy will help in development and optimum utilisation of schools and public libraries.

Addressing academicians and students from the East African School of Library and Information Science (EASLIS) at Makerere University recently, Kabakumba said the policy would support the Government programme of functional adult literacy.

This, she said, would help develop the reading culture.

The workshop, under the theme “Emerging Information Management Patterns in the 21st Century,” was organised by the Makerere University Library and Information Science Students Association.

Kabakumba said: “The development of libraries and information systems is important for transforming economies.
This transformation requires educated persons with the ability to acquire and apply knowledge for life-long learning. African governments are heavily investing in developing capacity of their citizens to produce and explore knowledge.” She said the ministry would develop regulations on the Access to Information Act and its implementation.

Article 41(1) gives every citizen a right of access to information in the possession of the state or any other organ or agency of the state.

The EASLIS director, Dr. Elisam Magara, said: was need for a national policy that streamlines management of public information and operation of professional librarians.

The academicians lashed out at the National Planning Authority for failure to include the EASLIS in the annual plan.
The minister called for the ratification of international agreements and protocols to support library and information service.
