EDITOR—I have read the report about the escalation of thuggery in Rakai. There is no consolation in police saying the crimes are committed by just thugs, not rebels.

EDITOR—I have read the report about the escalation of thuggery in Rakai. There is no consolation in police saying the crimes are committed by just thugs, not rebels.

The reality is that the populace now live in a state of insecurity, and this is a challenge to the police and indeed the Government to save the lives and property of its citizens.

This is much more so when, or if, these are not rebels! Dispatching the Rapid Response Unit seems like a reflex action—they do not know the area, have had no time to build trust and are an emergency unit that cannot deal with long standing causes of insecurity. They cannot organise the people to apprehend the criminals.
