A PROJECT worth sh10b for road works and drainage in Kampala has failed to take off due to lack of funds, Parliament has heard.

A PROJECT worth sh10b for road works and drainage in Kampala has failed to take off due to lack of funds, Parliament has heard.

Under the Kampala Institutional and Infrastructure Develop-ment Project financing agreement, Kampala city Council and the Government are expected to provide money for taxes and compensation in the areas where the road works and drains are expected to be carried out, a committee reported on Tuesday.

“The compensation costs for the Lubigi channel and some roads to be constructed are estimated at sh10b.

“Out of this amount, KCC is expected to raise sh4b while the Government is expected to raise sh6b,” Anthony Yiga, the chairperson of the committee on public service and local government, said.

He, however, said the money had not been provided in this year’s budget.

“For that matter, the project cannot go on as planned,” Yiga said.

The committee recommended that the Government provides the sh6b for the project.

On markets, Yiga said the Government had directed KCC and other local governments to repossess all markets that had been sold or leased and compensate the third parties.

He said the Government had also decided to fully finance the redevelopment of markets.

The developed markets would be managed through a public-private partnership with the vendors.

This year, the markets lined up for development include Kalerwe, Kizito on Gayaza road, Nakulabye and shelters for furniture sellers in Bwaise, Nsambya and Kireka.

The committee, however, advised the local government ministry to avoid a piecemeal approach and adopt a comprehensive plan to upgrade the market.

“Upgrading markets should be more detailed to address issues such as construction of open stalls, drainage works, road works and waste management mechanisms,” the committee said.
