THE Kabaka (king) of Buganda wields no power but only commands respect from his people, internal affairs minister Kirunda Kivejinja said yesterday.

“A cultural leader is not a political leader. Everyone should know where the boundary is and respect it because mixing the two could cause chaos,” Kivejinja told the press.

He was speaking at the groundbreaking ceremony of a new sh400m Police station in Nateete, a Kampala suburb, after the former one was burned down by pro-Kabaka rioters two weeks ago.

“During meetings that discussed the matter before he was reinstated, there was consensus that the Kabaka would be non-partisan,” Kivejinja added.

He referred to Article 246 of the Constitution which states that a person, while remaining a traditional or cultural leader, cannot join or participate in partisan politics.

On whether Mengo fuelled the chaos that engulfed the city, Kivejinja responded affirmatively, adding that some opposition politicians misled Buganda officials.

“Every politician who fails in an election runs to Mengo to advance their agenda. They promise the Kabaka that he will get all he desires once they are in power.”

At the same function, Police boss Maj. Gen. Kale Kayihura announced that Nateete would be elevated to the level of a Police district. It has been under Katwe Police station, with its headquarters in Kibuye.

Kayihura pledged that 5,000 Police would soon oversee security in Kampala.

He said the crime prevention and community policing programmes needed to be strengthened as they were the basis of any policing system.

In front of astonished residents, the Police boss, the minister and Rubaga division chairman Peter Ssematimba removed the debris of the burned Police station which had blocked the drainage channel.
