THE peace and security conference for the East African Community (EAC) opens today at the Commonwealth Resort Munyonyo.

The three-day meeting is intended to promote the region’s peace and security framework and to identify potential security challenges facing the integration process.

EAC deputy secretary general (political federation) Beatrice Kiraso said the conference would address peace and security from the point of view of the 15 goals identified in the EAC strategy for regional peace and security developed in 2007.

“A regional conference is deemed a necessary step towards unpacking the EAC vision through an open forum as we mark the 10th anniversary of community next month,” Kiraso said in a statement.

Rwandan President Paul Kagame, who is also the chairperson of the EAC summit, is expected to open the meeting, which will be attended by President Yoweri Museveni.

It will cover the community’s peace and security architecture, including transnational and organised crime, conflict management, democracy, good governance and conflicts over natural resources and borders.

The discussions will also focus on the role of defence services, regional and international co-operation, peace operations and the role of state and non-state actors.

The EAC Treaty identifies peace and security as a pre-requisite for the success of the community’s integration process, Kiraso said.
Delegates will be drawn from the ministries of defense, internal security, foreign affairs, justice, EAC affairs, finance, local government and good governance.

Others will be from water resources, environment, institutions that deal with human rights, anti-corruption units, electoral processes, Parliament and the East African Legislative Assembly.

The East African Court of Justice, Law Society, Business Council, Farmers Federation, umbrella trade unions, centers of excellence and civil society organisations will also be represented.
