MAKERERE University chancellor Prof. Mondo Kagonyera has been asked to resign over his involvement in the National Social Security Fund (NSSF) scandal.

The university convocation, a body that unites former students, argues that Kagonyera’s continued stay is undermining efforts to clean up the mess at Makerere because his image has been tainted.

The unanimous decision was reached on Saturday December 19 at the convocation’s 2009 general assembly.

Convocation publicity secretary Thomas Tayebwa recently said they discussed minutes of last year’s assembly, where Kagonyera promised to resign if things took a heavy toll on him.
Kagonyera, who was the deputy managing director of NSSF, became the chancellor of Makerere in 2007. He was suspended in 2008 for allegedly mismanaging the fund.

Preliminary investigations conducted by the Auditor General implicate Kagonyera and former managing director David Chandi Jamwa in abuse of their office by taking huge salary advances and travel allowances.

“We don’t want a chancellor whose image cannot give mileage to the university,” Tayebwa said.

The convocation argues that NSSF’s recent decision to advertise Kagonyera and Jamwa’s jobs means a vote of no confidence in Kagonyera’s ability as a public official.
The duo’s contracts expire in February 2010.

Tayebwa disclosed that they are in the process of writing to Kagonyera to remind him of the promise he made.

Tayebwa noted that if Kagonyera fails to honour it, they will write to the appointing authority through the university council to take appropriate action.

Asked whether he had received information concerning the matter, after an internal memo was sent by the alumni, Kagonyera said he had not.

“I have nothing to say because I have not received it,” he said on phone.
