Low revenue collection following the closure of cattle markets in the district has incapacitated the local council from fulfilling their budget estimates for the year 2007/2008.

Speaking at the budget conference in Kyabirukwa recently, the district LC5 chairperson, Ignatius Byaruhanga, said: “Our budget has been hand-tied because the cattle markets which have been a big source of our revenue are no longer operational following the foot-and-mouth disease that hit the district.”

Byaruhanga urged sub-county authorities to design means of collecting revenue from banana markets so that the gap in revenue collection is bridged.

He added that planning for the district is hard because the graduated tax compensation is received late.

The deputy resident district commissioner, Julius Bigirwa, said: “The President is not happy with sub-county chiefs. They were trained in the ‘prosperity for all programme’ and were supposed to train others, but it seems they have failed to fulfill their obligation. I am not going to tolerate this,” Bigirwa added.

The sub-county chiefs, however, said they lacked funds to mobilise people for training.
