THE European Union (EU) has released a 1m Euros (sh2.5b) grant for institutional capacity development for local governance and sustained service delivery in Uganda.

The money is the second delivery of the 10m Euros (sh25b) grant that the EU earmarked for the three-year Support to Decentralisation Programme (SDP).
The programme, which started in 2007, ends in 2010, Frits Raijmakers, the project manager, said.

He was on Monday launching the call for proposals from civil society organisations and NGOs at Hotel Africana in Kampala.
Universities and faith-based organisations are also eligible to apply.

A total of 19 districts in northern and eastern Uganda will benefit from the project under the Ministry of Local Government.

“The funds were initially meant to cater for 14 districts but when new districts were created, the number rose to 19. So far, those who received the first funding have properly accounted it,” Raijmakers noted.

The districts to be covered are Nebbi, Amuru, Moyo, Adjumani, Gulu, Oyam, Pader, Kitgum, Kaabong, Kotido, Abim, Moroto, Nakapiripirit, Apac, Nakasongola, Bugiri, Busia, Pallisa and Budaka.
