THE Government needs sh697.9b for the northern Uganda peace and reconstruction programme, a finance ministry official has revealed. A total of sh483.4b is available for interventions in the medium-term expenditure framework, Kenneth Mugambe, the ministry’s commissioner for budget policy and evaluation, said.

Mugambe said the programme’s proposed cost of sh1.1 trillion for 2008/09- 2010/11 is faced with a challenge of the funding gap.

“This remaining money needs to be raised by the Government and our development partners for successful implementation of the programme,” he noted.

The Peace, Recovery and Development Plan (PRDP) that was launched in October 2007, aims at restoring the status quo in northern Uganda through measures to be executed by the central and local governments.

The measures are; to consolidate state authority, rebuild and empower communities, revitalise the economy and build peace and reconciliation.

Citing the construction of Karuma dam and an air field for the north, Mugambe said the proposed funds would not cater for such key infrastructure.

He was presenting a paper at a workshop at Statistics House in Kampala.

Over 200 local government accounting and planning officials from the affected districts, government officials and donor representatives attended.

While opening the workshop, the state minister for northern Uganda rehabilitation, David Wakikona, said the participants were expected to understand the funding gap better.

The programme, Wakikona emphasised, was not just an instrument of recovery and rehabilitation but also a tool for transforming the region’s economy.

“It is for this reason that the Government takes your contributions to be pertinent in fine tuning the operationalisation of the programme,” he stressed.

Timothy Mugambe, an economist, said that besides the Government, civil society organisations will also do something.
