LDC suspends two lecturers

TWO senior lecturers at the Law Development Centre (LDC) in Kampala have been suspended pending investigations into allegations of examination malpractice.

TWO senior lecturers at the Law Development Centre (LDC) in Kampala have been suspended pending investigations into allegations of examination malpractice.

Sources told The New Vision yesterday that the two suspended lecturers are Nester Byamugisha, the head of the bar course and Michael Akampurira, a senior lecturer in the department of criminal proceedings.

The suspension was made yesterday during a meeting of the LDC management committee chaired by Justice Bart Katureebe of the Supreme Court.

The committee also set up a sub-committee headed by the education ministry permanent secretary, Francis Lubanga, to further probe the allegations at the country’s only statutory institution that trains advocates.

Other members of the sub-committee are Dr Sylvia Tamale, the dean of Makerere University’s faculty of law, the Solicitor General and Andrew Kasirye, a city advocate, who also sits on LDC’s management committee. The sub-committee was given 45 days to submit its findings.

Sources said yesterday’s meeting considered a report of a staff committee, which was established in April 2007, by the LDC director, Elijah Wante, to probe complaints of exam malpractice. The staff committee was headed by Peter Nkurunziza.

The Nkurunziza committee was tasked with establishing whether there were exam malpractices, identifying the individuals involved and recommend action.

The committee reportedly found out cases of some male lecturers who leaked exams, particularly to the female students.

“The management committee was not satisfied with the report of the staff committee. It felt that the staff committee tried to protect some lecturers.
“This was the reason a sub-committee was set up to probe the allegations further,” the sources said.

“The complaints of exam malpractice have been rampant,” sources said, adding that the management committee, which is the LDC’s governing board, was anxious to fix the problem before it was too late.
