EDITOR—I wish to congratulate mr stephen Bakka for winning the Bukhooli by- election. I also wish to observe that UPC’s time is over. It is neither a rural nor an urban party because young blood has started rewarding the relevant party— the NRM that has empowered them.

UPC seems to be a tendered party to whoever wants to ride on its shoulder like the FDC. In bukhooli it borrowed support from the FDC and both parties lost!
