Parliament is to discuss recommendations of the public accounts committee that former finance state minister Mwesigwa Rukutana and secretary to the treasury, Keith Muhakanizi, be punished over misuse of sh7.7b.

The two officials allegedly transferred the money in 2002 from the treasury as capital for the Uganda Development Bank (UDB), though the bank did not receive the money.

Sebuliba Mutumba, the committee vice-chairperson, last week told Parliament that the bank was used as a conduit to transfer the money to Apparels Tri-Star and Phenix Logistics.

The firms received sh3.7b and sh4b respectively.

“The alleged capitlaisation of UDB was therefore not true. This was confirmed by the bank’s executive director, who said the money had specific instructions as to whom it should be loaned out to.”

The committee said Rukutana, now labour state minister, issued the directives that the money be transferred. Muhakanizi is accused of effecting the transfer.
