ON behalf of the Office of the Prime Minister, the Ministry of Information and National Guidance and the sector ministry for the Media Council, I wish to convey my heartfelt condolences to the family of the late Fr. John Mary Waliggo, His Grace Archbishop Dr. Cyprian Lwanga, the Catholic Church, the clergy, friends and relatives and to all the people of Uganda.

Fr. Waliggo has been very instrumental in the Ministry of Information and National Guidance as a member and subsequently chairperson of the Media Council since 1996.

When we liberalised the media and put in place provisions which guaranteed the freedom of the media, the media and the journalists have gone to excesses, sometimes abusing this freedom and unnecessarily hurting individuals, the State and society at large. We have been partly dependent on Fr Waliggo and his council to check such excesses.

The Media Council is the statutory regulating body for the media. Fr Waliggo, as chairman of Media Council, banned the selling of newspapers with pornographic content in public places. A number of you can remember the likes of Black Mamba and Kamunye newspapers which were dabbed in pornography. Fr. Waliggo believed in a free but responsible media.

In February this year, I had a chat with Fr. Waliggo and agreed that the prevailing media laws which give the media absolute freedom need to be reviewed. Fr. Waliggo had vigorously started this process. I call on the Media Council to carry on his good work to a successful conclusion.

As a senior member of the Movement Government and particularly the chairman of the Movement Historicals, Fr. Waliggo was a great ally and asset to the Movement. He was key to the formulation of our Constitution having been a Commissioner and later secretary of the Constitution Commission headed by Justice Benjamin Odoki.

Fr. Waliggo has lived a full life as a Great Cleric, Writer, and Academician and above all he was a man of proven integrity. The Nation has indeed lost a great patriot whose good deeds will always be remembered.
