USE intake increases

THE number of S1 students enrolled under the Universal Secondary School (USE) programme has increased by 12,271.

THE number of S1 students enrolled under the Universal Secondary School (USE) programme has increased by 12,271.

A total of 163,724 students are S1 compared to 151,453 in S2.

According to the head count report released by the Ministry of Education, 118,143 S1 students (72%) were in government-aided schools, while 45,581 (28%) were in the 431 private schools implementing USE.

The report indicated that the gap between boys and girls had reduced with 92,483 beings boys, while 71,241 are girls.

Only students who scored between aggregate 4 and 28 are eligible for the programme.

The report recommended that about 18,785 students be scrapped off the USE register because they scored more than 28 aggregate.

The ministry also directed that ineligible students should pay their own fees.

The ministry and the President’s Office conducted the head count on March 19 to eliminate ‘ghost’ students.

The exercise also covered students under Business Training, Vocational Education and Training institutions.

The assistant commissioner for statistics, Albert Byamugisha, said the results would be used for the allocation of the capitation grants to the institutions.

About 93.7% of the of the 161,554 USE students enrolled in S1 in 2007 are currently in S2, while 10,091 (6.3%) dropped out of school.

According to the report, the Government will spend sh21.4b as overall capitation grant for term one and two for the beneficiaries.

The education ministry has already released sh6.9b for S1 students.

The unit cost for each student is sh41,000 for government schools and sh47,000 for private.

The report indicated that 111 schools had more than 250 students in S1.

Nkoma SSS in Mbale had 790 students in S1, the highest number.
