Ex-Nakaseke CAO under probe

FORMER Nakaseke district chief administrative officer Andrew Kyamanywa obtained the job using false academic papers, the Inspector General of Government has said.

FORMER Nakaseke district chief administrative officer Andrew Kyamanywa obtained the job using false academic papers, the Inspector General of Government has said.

In an April 9 report to the permanent secretary in the Ministry of Local Government, Justice Faith Mwondha ordered the former Nakaseke top civil servant to refund the salaries he had earned while in service, failure of which he would be prosecuted.

“Kyamanywa’s recognisable academic qualification is just a UACE certificate, the rest, including the diploma, the bachelors degree and its corresponding masters are a nullity,” reads the report.

“He should submit to the IGG, within one month of this letter, an acceptable schedule of refunding all the public funds paid to him or be prosecuted because he obtained the money through using false documents.”

The report was copied to the Luweero chief administrative officer, district service commission and the Nakaseke LC5 chairman. Nakaseke was carved out of Luweero.

Last year, the Inspectorate of Government received a petition challenging Kyamanywa’s academic qualifications.

He served as acting Nakaseke CAO for three years and recently handed over to Emmanuel Senoga who was transferred from Mityana. Kyamanywa has not yet been re-deployed but remains a civil servant in the district.

In the IGG report, he is quoted as saying he holds a bachelors degree and a masters in business administration from Nkumba University.

Kyamanywa’s CV also shows that he obtained a diploma in business administration from Makerere College of Commerce but the IGG said the institution was illegal.

“Makerere College of Commerce said to have issued the diploma, was not registered with the ministry of education and as such its operations were illegal and therefore the diploma certificates and any other academic documents issued by the college are a nullity.”

Mwondha added that Kyamanywa was irregularly admitted to Nkumba for an undergraduate course because he did not have the qualifications, basing on his A’ level performance.

“He got only one principle pass, a ‘C’ in divinity and as already indicated, his diploma is a nullity. His admission by Nkumba University was therefore irregular.”

The IGG also pointed out that the former CAO fraudulently enrolled for a masters degree, before completing his first degree and that his application for post graduate studies was not approved by the Nkumba higher degrees committee as provided by the university’s rules.

The Ministry of Local Government permanent secretary should terminate Kyamanywa’s employment, the IGG recommended.
