KCC ignored IGG on Kisekka Market

KAMPALA City Council (KCC) ignored the Inspector General of Government’s (IGG) recommendation and contracted a fraudulent association to redevelop Kisekka Market, a judicial inquiry heard yesterday.

KAMPALA City Council (KCC) ignored the Inspector General of Government’s (IGG) recommendation and contracted a fraudulent association to redevelop Kisekka Market, a judicial inquiry heard yesterday.

The New Nakivubo Road Market Vendors Association, (NNRMVA), the Nakivubo Road Old Kampala Kisekka Market Vendors (NROKKMVL) and Rhino Investments are fighting over the tender to redevelop the market.

But last year, KCC awarded the contract to Rhino and the wrangle turned violent, with the vendors engaging in running battles with the Police.

NROKKML chairman Kisembo Kasoro told the commission of inquiry chaired by Jacob Oulanyah that Rhino Investments was working with NNRMVA to sell the market land to Mukwano Group of Companies.

He added that IGG probed NNRMVA and recommended that the city council should never award any tender to the association.

Kasoro told the commission that the IGG directed KCC to prosecute NNRMVA’s leaders _ for failling to remit sh163m to the council when it was managing the market.

They are Ssekibenge, Serwadda and Lwanga.

The vendors added that the town clerk, Ruth Kijjambu, last Friday invited them to a meeting and offered to mediate between the two groups without the consent of the inquiry.

Fred Batte said Kijjambu promised to process for them a land title for a portion of the market.

However, the 860 vendors of Kisseka Market insist that they do not to divide the plot and want to redevelop it.
