Bubulo East legislator pinned over bribery

BUBULO East MP George William Wopuwa told me that he had received sh2m which he suspected to was a bribe, Kibanda legislator Owor Otada said yesterday at Parliament.

He was testifying before the rules and discipline committee investigating allegations by Aruu MP Odonga Otto (FDC) that about six MPs last year received sh170m as inducement to approve the supplementary budget for CHOGM.

The other implicated MPs are Ibrahim Kaddunabbi Lubega (Butambala), Florence Hashaka (Kamwenge Woman), William Nsubuga (Buvuma), William Okecho (West Budama North) and Rose Akol (Bukedea Woman)

Otto claimed that Kaddunabbi received the money from the foreign affairs ministry to give to his colleagues. But the MPs and the ministry have denied the claims.

Otada said Wopuwa last year told him and Otto that Kaddunabbi was ‘crafty’ because he refused to distribute equitably ‘something’ he had received from unidentified people after CHOGM.

“We were having lunch in the (parliamentary) canteen when Kaddunabbi came in. Pointing at him, Wopuwa told us: Do you see that man, he is a bad man. He treated some of us unfairly,” Otada quoted Wopuwa as saying.

“There was something given to him. I was very surprised when I learnt that he had received sh170m to distribute and he only gave me sh2m.”

The Kibanda MP, who said Wopuwa declined to name the source of the money and where he received it, added that the Bubulo MP was nevertheless excited because he did not have money to spend.

The accused MPs and their lawyers did not attend the proceedings.

Last week, the Opposition Chief Whip, Kassiano Wadri, told the investigating committee that he saw Kaddunabbi withdrawing huge sums of money from a bank, which he suspected could have been for bribing MPs.

He added that the Butambala MP withdrew the money from the Stanbic Bank branch on IPS building near Parliament which he shared with Ibrahim Muwulize (Buikwe West) and Hashaka.

However, Kaddunabi argued that the money was from the Muslim Trust Fund intended for business of the parliamentary Muslim caucus.
