Thirty-one community based organisations have received sh10.5b out of the sh47b channeled by donors through the newly created Civil Society Fund for HIV/AIDS activities.

The fund was set up to help civil society organisations access money. The Global Fund will also channel money through the fund since the Programme Management Unit had been abused and dismantled.

Funding will go directly to the concerned ministries.

The Director General of the Uganda AIDS Commission, Dr. Kihumuro Apuuli, said there was need to support the organisations’ activities and scale up responses to HIV/AIDS, TB and vulnerable children.

The Danish Ambassador, Stig Barlyng said there was need to harmonise donor support with government priorities.

He noted that the national strategic plan recognises critical issues like mobilisation and education, gender inequality, sexual and reproductive health, stigmatisation and human rights. He said there is need to ensure strengthening of service delivery.

Donors, who include DANIDA, Irish Aid, USAID and Britain’s DFID, have so far contributed sh47b to the fund for 2008 and 2009. According to Kihumuro Apuuli, The Global Fund is also expected to contribute for HIV/AIDS, Malaria and TB.

The Global Fund last week approved $252m for HIV/AIDS and $115m for malaria for five years for Uganda.

Agreements for the Global Fund monies are expected to be signed next week, according to Kihumuro. He said that the Fund also signed for another $36.7m which it had blocked when it suspended aid to Uganda in August 2005 over mismanagement by Government officials.
