DRUNKEN teachers in Oyam District will no longer be allowed in class. The district has passed stringent bylaws banning teachers from taking alcohol during working hours.

Okello Engola, the district LC5 chairman, said drunkenness among teachers had become rampant, leading to poor performance.

“The district education sector is performing poorly due to increasing numbers of pupils, against decreasing numbers of teachers. Classrooms are congested, while schools that were destroyed during the war have not been rehabilitated,” Engola said.

He said the bylaws were already in effect and culprits would be penalised.
“Early morning assembling of pupils is compulsory in all schools. Parents who send their children to gardens before going to school have been warned,” Engola said.

He said the Government should promote education in northern Uganda, which was affected by the Joseph Kony-led war, by lifting the ban on teacher recruitment.
