EU gives sh37b to Karamoja

THE European Union has launched a 15m euro (sh37b) development programme to develop infrastructure and agriculture in Karamoja in the 2008/9 financial year.

THE European Union has launched a 15m euro (sh37b) development programme to develop infrastructure and agriculture in Karamoja in the 2008/9 financial year.

EU head of delegation, Vincent De Visscher, said the funding was under the Peace Recovery and Development Programme for Karamoja. He was meeting with Vice-President Prof. Gilbert Bukenya at Parliament on Thursday.

De Visscher said emphasis would be put on improving security roads, to enable the UPDF to provide better protection against cattle rustlers.

He also criticised the low allocation to the agricultural sector. “The Government’s 3.8% budgetary funding to the agricultural sector, which is the backbone of the economy, must be increased.”

He emphasised the need to harmonise activities of the National Agricultural Advisory Services with those of the Plan for the modernisation of Agriculture and the Prosperity for All programmes, to avoid duplication of services.

Bukenya thanked the EU for supporting household poverty reduction programmes, and briefed the envoy on the avenues the Government is using to empower people in rural areas. He asked for support for the campaign to grow upland rice in Karamoja to improve food security in the region.
