The Rukungiri district council plans to spend sh15.4b in the 2008/09 financial year. Presenting the budget to the council on Friday, the finance secretary, Deus Kamanyire, said sh14.56b (96%) was expected from the Central Government, sh290.9m from local revenue and sh200m from development partners.

The council hopes to raise sh117m from the Local Service Tax, recently introduced to replace Graduated Tax. The district is targeting 20,000 people for the tax.

The district will harness other sources of revenue to raise over sh290m.

“We hope to revise market fees, trading licences and introduce parking fees, payment for loading and offloading in towns and property tax,” he said.

Kamanyire also told the council, presided over by the speaker, Henry Ndyabahika, that many projects were not implemented this financial year because of revenue shortfalls.

Priorities in the next financial year include maintenance of feeder roads, provision of health services and implementation of Universal Primary Education.
