University quota admissions delayed

CABINET has delayed the admission of students under the district quota system, with less than two months to the opening of the academic year.

The state minister for higher education, Gabriel Opio, on Thursday said Cabinet had not finalised the new guidelines under which students will be admitted.

“The ministry prepared a document which proposed that big districts should be given more numbers. Ten students is still a small number for highly populated districts.”

Under the new guidelines, the best performing districts in A’ level examinations will not benefit from the system.

The old guidelines provided for admission of 10 students from each district after 3,000 are admitted on merit.
However, a source on the Joint Admissions Board said the delay would inconvenience both the students and the universities.

“It is likely that some students who are waiting for quota admissions may miss an opportunity of being admitted under the private sponsorship scheme. It is better for the students and parents to know their fate early.”

The best districts include Kampala, Wakiso, Luweero, Mpigi, Mukono, Jinja, Mukono, Mbarara and Masaka, which will get a smaller number in the quota system because they send many students to university on merit.

Some of the the poor-performing districts are Bundibugyo, Kabarole, Kapchorwa, Pader, Kaberamaido, Kaabong, Katakwi and Mayuge.

However, the A level results indicate that some districts have no students with two principal passes, which is a requirement for university admission.
