THE former secretary general of the East African Community, Amanya Mushega, has asked Parliament to restore presidential term limits.

He said this would promote peaceful handover of power and development.
Speaking during the Ben Kiwanuka memorial students’ conference at Makerere University on Monday, Mushega said Ugandans ought to be sad over the removal of the term limits.

In 2005, Parliament amended the Constitution and removed the term limits. Mushega was among the NRM historicals who opposed the move.

He said: “Ben Kiwanuka was the first and still the last prime minister to hand over power peacefully in Uganda. This (end of term limits) is something that creates sadness.”

“Term limits should be a must, especially when your stay in office is paid for by someone else,” Mushega said.

Kiwanuka, the first Chief Justice of Uganda, was executed in 1972 by former president Idi Amin.
