ISO, LC3 bosses cited in murder case

THE Director of Public Prosecutions (DPP) has asked the Police to arrest and charge a Gombolola (sub-county) Internal Security Officer (GISO) over the death of a Makerere University Business
School first-year student.

In a July letter to the Assistant Inspector of Police, the DPP ordered that Humprey Ahimbisibwe, the GISO Nyakishenyi sub-county, be charged with the murder.

The DPP also asked the Police to place similar charges against Nyarushanje sub-county Local Council 3 chairperson, Bonney Biryatwita.

“In my considered opinion, the evidence at hand is sufficient to sustain the preferred charge of murder and aggravated robbery against all the twenty accused persons and others who are still at large,” said Michael Wamasebu, the assistant DPP.

Richard Naluwoza was killed in Manyando village, Nyarushanje sub-county in Rukungiri district in November last year.

“Have all the identified suspects who are still at large and not yet charged, arrested and charged with murder and aggravated robbery. These include Biryatwita Bonney, Humphrey Ahimbisibwe and others,” Wamasebu wrote.

However, according to a petition filed to the Uganda Human Rights Commission, the family of the deceased says that Rukungiri RDC, Dan Kaguta, has blocked the arrest of the chairman and GISO.

The DPP recommended that that case be taken over by the CID headquarters following this complaint and alleged mishandling by Rukungiri Police. “In view of the seriousness of the case, it is recommended that the investigations be taken over by CID headquarters or at the very least Mbarara regional CID office,” he said in a letter.
