KAMPALA - The ministry of local government will review the performance of the decentralisation programme. Local government minister Kahinda Otafiire said the review exercise dubbed, Joint Annual Review of Decentralisation (JARD), will be held at Hotel Africana between December 3 and 4. The theme of JARD is “Good Governance and Increasing Incomes: A Key to Local Development”. The objective of JARD is to unite agencies involved in the decentralisation process. The ministry has been conducting the review since 2004.

Conference for prisoners

KAMPALA - Over 500 people will today converge at St. Andrews Church Bukoto to discuss the plight of prisoners in Africa. The three-day international conference organised by Coalition of Prison Evangelists (COPE) Uganda is under the theme, “Empowering and equipping God’s people for effective prisons ministry.” The conference will be attended by religious leaders, volunteers and government officials. “This conference is timely for all those interested in the criminal justice ministry,” COPE director Giva Dumba said. The conference will also tackle the issue of trauma for the inmates and their relatives. He added that when parents go to prison, their children also suffer trauma. The conference will be opened by the ethics minister, Dr. James Nsaba Buturo.
