LAST week, several local governments were rewarded for their good performance during the Joint Decentralisation Review workshop at Hotel Africana. Kisoro topped other districts, while Jinja Municipality was the best in urban local governments.

Oyam was the only district that did not receive any queries from the Auditor General. Rewarding best performers encourages local governments to perform better. Rewards included certificates and a 20% increment in revenue.

However, that is not the only benefit that district leaders should look out for when executing their duties. With good performance, the success trickles down to the grassroots.

If the roads and teachers’ houses are constructed and agriculture improved, the beneficiaries, who are the voters, will reward their leaders by giving them another term of office.

In fact campaigns are easier to sail through if the leaders performed well.
