UNRA must take decisive action on Northern Bypass

EDITOR—When the construction of the Kampala Northern bypass started in mid-2004, the Road Agency Formation Unit (RAFU) promised that it would be completed in two and a half years. The two and a half years passed at the end of 2006, but the road was not completed.

RAFU explained that the dedline of the project had been extended due to increase quantities in the civil works.

The deadline was extended to August 2008. We again waited for this time to start enjoying the benefits of decongesting of our city roads but alas!

The construction was not completed! On November 20, an official of the Uganda National Roads Authority (UNRA) the new organization in charge of roads promised that the road would now be completed by March 2009.

Whether this is a credible promise or yet another lie remains to be seen.

There have been reports that placing the top layer of tarmac on the road was suspended and the works have not yet resumed.
One therefore wonders how UNRA expects the road to be completed in March 2009 if the works are still suspended.

It is high time UNRA took decisive action to have the road completed without any further delay so that the expenditure of the tax payer’s money on the project can be justified.

The Kampala road users and Ugandans in general are very eager to have this project completed, and we expect the UNRA executive director, Peter Ssebanakitta to take decisive action on the matter.
