Education to standardise qualification

THE Education ministry is formulating a vocational qualifications framework. The framework will describe competences for every profession at different levels in the labour market.

“This framework will enable training institutions to conduct courses that provide high quality skills and competences,” the education and sports minister, Namirembe Bitamazire, said last week.

She said students in vocational institutions would be examined by a competent academic body and awarded standard academic papers.
“The Business, Technical and Vocational Educational Training Act 2008 provides for the establishment of examination boards,” she said.

The minister’s speech was read by Francis Henry Okinyal, a commissioner, while handing over the Uganda Wildlife Training Institute in Kasese to the Ministry of Trade and Industry.

The Institute was transferred to the education ministry in 1998 following a reshuffle in the ministries.
Okinyal encouraged the youth to utilise vocational institutions to become job creators.

He expressed concern over university graduates who fail to find jobs.
Representing the tourism ministry, Justus Tindigarukayo, a commissioner, commended the education ministry for building modern structures at the institute, which, he said, had attracted more students.

Speaking on behalf of the district, the secretary for health, Rehema Muhindo, said the people of Kasese were grateful to the Government for establishing the institute, saying it had provided training opportunities to the youth.
